Demonstrating its commitment to transparency, accountability, and effective public service, Partido State University (ParSU) hosted the 2026 Agency Performance Review (APR) Conference led by the Department of Budget and Management (DBM) Regional Office V on February 27, 2026, at the ParSU Boardroom.
Facilitated by Acting Regional Director Francis Bautista, the review brought together DBM officials and University leaders to assess ParSUโs accomplishments, fund utilization, and operational challenges. Through the process, ParSU retained its Very Satisfactory performance rating, affirming the Universityโs responsible management of public resources and steady progress in delivering programs that support instruction, research, extension, and institutional development.
In his welcome message, ParSU President Dr. Arnel B. Zarcedo emphasized that the APR functions both as a mirror and a guide for the institution. By reflecting on accomplishments and addressing existing gaps, the review enables the University to make more informed decisions on planning, budgeting, and resource allocation. "We embrace this process because it ensures that our programs deliver real value to the public we serve," President Zarcedo affirmed.
Beyond evaluation, the APR served as an important platform for strategic dialogue and improvement, allowing DBM and ParSU to identify opportunities to further strengthen budget execution, program delivery, and institutional performance. The discussions also generated actionable recommendations that will guide the University in refining its operations and maximizing the impact of its resources.
