Partido State University (ParSU) strengthened its commitment to research excellence, innovation, and regional collaboration as it took part in βBCIEERD SPARKS @ 20: A Journey of Innovation,β a milestone event marking two decades of advancing science, technology, and innovation in the Bicol Region, on May 26, 2026 in Legazpi CIty.
The celebration underscored the achievements and sustained partnerships under the Bicol Consortium for Industry, Energy, and Emerging Technology Research and Development (BCIEERD), which continues to unite academic institutions, government agencies, and development partners toward inclusive and sustainable regional development.
One of the major highlights of the celebration was the Ceremonial Signing of the Renewed Memorandum of Agreement (MOA) and Partnership Commitments among BCIEERD member institutions and partner agencies, reaffirming their shared dedication to advancing collaborative research and innovation initiatives in the region.
In its message of commitment, ParSU President Dr. Arnel B. Zarcedo emphasized the universityβs continuing support for BCIEERD through collaborative and community-centered initiatives anchored on responsive research and responsible innovation.
βParSU affirms its commitment to contribute to the continuing work of BCIEERD through relevant research, responsible innovation, and active collaboration with fellow institutions and partner agencies,β the Pres. Zarcedo shared.
He furthered the importance of creating solutions that directly address the realities and emerging needs of communities in Bicol. βWe recognize that the needs of Bicol require solutions that are practical, evidence-based, and grounded in the realities of our communities,β he added.Β
Pres. Zarcedo emphasized the university's continuing efforts to strengthen its institutional capabilities in research, technology development, and digital transformation in support of local and regional development priorities.
Representing ParSU alongside Pres. Zarcedo were the project leaders of ongoing PCIEERD-funded projects namely, Engr. Kier P. Gasga, Vice President of Executive Operations and Institutional Development and Ms. Liezel DC. Atole-Nieva, Director of ParSU Center for Food Safety Research and Extension.
The event was also attended by key leaders and stakeholders in the research and development sector, including Camarines Sur Polytechnic Colleges President and the current BCIEERD Chairperson, Dr. Amado A. Oliva Jr., Department of Science and Technology Regional Office V Director and BCIEERD Vice Chairperson Rommel R. Serrano, Ms. Glenda Dorcas T. Sacbibit, Supervising SRS of DOST-PCIEERD, and BCIEERD Director Cherry Lyn M. Odsinada.
Through its active participation in initiatives such as BCIEERD SPARKS @ 20, ParSU continues to strengthen its role as a partner institution in advancing innovation-driven development, knowledge exchange, and research collaboration for the benefit of communities across the Bicol Region.
