In its sustained pursuit of institutional excellence and future-ready governance, Partido State University (ParSU) engaged in a benchmarking activity with the Civil Service Commission Regional Office V (CSC ROV) yesterday March 25, 2026, drawing strategic insights from the commission's innovative and technology-driven human resource systems.

Anchored on enhancing ParSUβs internal human resource mechanisms, the engagement highlighted CSC ROVβs best practices in digital transformation, showcasing its integrated systems designed to streamline recruitment, performance management, learning development, and overall HRM processes. The initiative reflects the Universityβs proactive stance in aligning with evolving public sector standards through efficient, data-driven, and transparent HR governance.

Central to the discussions was the CSC Internal Hub, a centralized, one-stop platform designed to seamlessly integrate recruitment processes, HRMPSB functions, and internal communications and reporting. By unifying these critical operations, the system advances efficiency, accessibility, and transparency β hallmarks of responsive and accountable public service.

Further enriching the session was the comprehensive presentation of CSC ROVβs core digital platforms for the PRIME-HRM pillars, including the CSC Online Recruitment for Excellence (CORE), Human Resource Information System (HRIS), Learning Management System (LMS), Integrated Strategic Performance Improvement and Results Evaluation (InSPIRE), Flexiplace Accomplishment Report, and the electronic Learning Needs Assessment (eLNA). Collectively, these systems demonstrate a strategic shift toward integrated, performance-oriented, and evidence-based human resource management.

The knowledge-sharing activity also underscored CSC ROVβs culture of excellence through its Rewards and Recognition initiatives, particularly the CSC STAR Awards and other programs endorsed by the Program on Awards and Incentives for Service Excellence (PRAISE) Committee, which reinforces the value of motivation, recognition, and employee engagement in organizational performance.

Leading the technical discussions were key resource persons from the CSC ROV Human Resource Division, namely, Zarah Z. Arroyo, Chief Human Resource Specialist; Neil Arvin P. Magdato, Supervising Human Resource Specialist; Jovencio J. Jadie Jr., Administrative Officer V; Eric Albert M. Arroyo, Human Resource Specialist II; and Alvin S. Barbacena, Human Resource Specialist I. Their presentations provided in-depth perspectives on system implementation, operational efficiencies, and best practices in digital HR management.

The activity was further strengthened by the presence of Regional Director Atty. Daisy Punzalan and Assistant Regional Director Rosalinni V. Moneda, reaffirming CSC ROVβs commitment to fostering collaborative learning and capacity development among state universities and colleges.
