




In partnership with the Goa Municipal Police Station (MPS), the Local Government Unit of Goa, and the Land Transportation Office, Partido State University hosted a Free Theoretical Driving Course on March 10, 2026, at the ParSU Gymnasium, catering to 250 ParSU students.
Through this initiative, participants gained essential knowledge of road safety, traffic rules, and responsible driving practicesโskills that not only benefit individual drivers but also promote safer roads and stronger, more informed communities.
The program opened with welcome remarks by Prof. Charlie V. Balagtas, Vice President for Administration and Finance, followed by messages from Arnulfo Pecaso, Municipal Administrator, and PCPT Ric R. Reginales, OIC of Goa MPS, who emphasized that many students have yet to obtain driverโs licenses and that the activity aims to help them begin the process of acquiring one.
Adding practical guidance, Mr. Karlo Pedro L. Medroso II, Director of the Auxiliary Service Division, briefed participants on the requirements for availing the ParSU vehicle sticker, ensuring compliance and accountability.
Mr. Jhon Benito Caceres, representative from the Land Transportation Office, delivered an informative discussion on key transportation laws, including Land Transportation and Traffic Code (RA 4136), Philippine Clean Air Act of 1999 (RA 8749), Seat Belts Use Act of 1999 (RA 8750), Motor Vehicle Road Userโs Charge Law/Anti-Overloading Act (RA 8794), Motorcycle Helmet Act of 2009 (RA 10054), Anti-Drunk and Drugged Driving Act of 2013 (RA 10586), Childrenโs Safety on Motorcycles Act of 2015ย (RA 10666), Anti-Distracted Driving Act (RA 10913), Road Speed Limiter Act of 2016 (RA 10916), Child Safety in Motor Vehicles Act (RA 11229), and Motorcycle Crime Prevention Act (RA 11235).
His session covered essential traffic and administrative regulations, common violations, and corresponding fines and penalties, helping participants better understand their responsibilities as road users. To reinforce the discussion, participants were also shown road safety advocacy videos.
The program concluded with closing remarks from PLT Pedro P. Mora, Deputy Chief of Police, who rounded off a session that combined guidance, education, and community awareness.
This collaborative effort highlights ParSUโs commitment to community education, public safety, and civic responsibility.
