Partido State University reaffirmed its commitment to regional development and science-based community transformation as it joined the ceremonial signing of the Memorandum of Understanding (MOU) for Smart Sipocot on May 7, 2026, at the King Thomas Learning Academy, Malubago, Sipocot, Camarines Sur.
The activity formed part of the Science, Technology, and Innovation (STI) Mainstreaming Workshop Towards a Smart Sipocot 2025โ2035, a workshop series aimed at translating the vision of a "Smart Sipocot" into actionable strategies toward a more resilient, inclusive, and technology-enabled municipality.
The MOU establishes a framework for cooperation in support of the implementation of the Smart and Sustainable Communities Program and the Innovation, Science, and Technology for Accelerating Regional Technology-based Development Program of LGU Sipocot. Under the agreement, partner institutions commit to collaboratively develop STI-based plans, policies, projects, and technologies that strengthen local governance, improve service delivery, support livelihood and enterprise development, and promote sustainability and resilience.
As one of the academic partners, ParSU will contribute its research, development, and extension capabilities while supporting data gathering, data engineering, data analysis, and data reporting to develop a data-driven decision-support system for Smart Sipocot initiatives.
On behalf of ParSU President Dr. Arnel B. Zarcedo, OIC Vice President for Executive Operations and Institutional Development Engr. Kier P. Gasga expressed the University's support for Sipocot's continuing transition toward a smart, sustainable, and innovative community anchored on STI.
The ceremonial signing concluded the four-day workshop series, which included sessions on STI visioning, development gap analysis, formulation of STI goals and targets, and identification of STI-aligned programs, projects, and activities.
The initiative was spearheaded by the Department of Science and Technology Regional Office V and the LGU Sipocot, represented by Regional Director Dir. Rommel R. Serrano, CESO III, and Municipal Mayor Hon. Tomas A. Bocago, respectively. Along ParSU, it gathered key agencies, academic institutions, utility providers, and development partners, including Central Bicol State University of Agriculture, Department of the Interior and Local Government V, Department of Environment and Natural Resources V, Department of Trade and Industry-Camarines Sur, Department of Agriculture V, Ateneo de Naga University, King Thomas Learning Academy, CASURECO I, and Sipocot Water District.ย
For ParSU, the partnership further underscores the University's role as a higher education institution committed to extending its expertise beyond the campus and contributing to the development needs of communities across Camarines Sur. Through strengthened collaboration with government agencies, academic institutions, and local stakeholders, the University continues to help advance innovation as a practical tool for empowering communities and preparing localities for future demands.
