Partido State University (ParSU) continues to advance institutional excellence and people-centered governance through a two-day Competency-Based Training on the Implementation of the Competency-Based Human Resource Management System (CBHRMS) conducted by the Civil Service Commission (CSC) on May 13โ€“14, 2026, at the ParSU RDETraining Hall.

Titled โ€œGearing Towards a Competency-Based HR in the Civil Service: An Introduction to Competency Modelling and Profiling,โ€ the activity gathered key officials, human resource practitioners, and personnel in a focused learning engagement aimed at strengthening competencies, aligning HR systems, and institutionalizing merit-based practices across university offices.

ParSU President Dr. Arnel B. Zarcedo emphasized in his speech that as ParSU continues to grow, it also carries greater responsibility to deliver better services to students, communities, and personnel. He encouraged participants to actively engage in the process, emphasizing that the success of competency-based HR depends on the collective commitment of the entire university community. He ended by saying that โ€œCompetency-based HR will only succeed through our collective willingness to understand it, support it, and live it in our daily work.โ€

Serving as resource speakers were CSC Human Resource Specialists II Ms. Mabelle A. Marco and Ms. Jazzleene L. Operio, who provided discussions on competency modelling, profiling, and the integration of competency standards into HR processes and practices.

The initiative builds on the competency frameworks issued by the CSC in 2012 and 2015 under the Programme to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). By operationalizing these frameworks, ParSU ensures that its human resource systems remain responsive to evolving institutional needs while upholding standards of transparency, meritocracy, and organizational effectiveness.

The activity also follows the Universityโ€™s successful PRIME-HRM evaluation and assessment conducted on February 4โ€“5, 2026, further positioning ParSU toward the attainment of PRIME-HRM Maturity Level 3, where HR systems are fully integrated, competency-based, and strategically aligned with institutional goals.

Through the training, ParSU reinforced its commitment to building a more strategic, performance-driven, and evidence-based human resource framework that supports both organizational growth and workforce development. Participants were equipped with foundational knowledge and practical tools essential in implementing competency-based HR systems that promote accountability, efficiency, and professional excellence in public service.

More than a compliance initiative, the CBHRMS training reflects ParSUโ€™s proactive approach to talent development and organizational transformation. By investing in continuous capacity-building, the University empowers its workforce to deliver more efficient, responsive, and quality public service to stakeholders and communities.
