In a proactive effort to ensure legal compliance, institutional efficiency, and audit readiness, Partido State University (ParSU), through its Procurement Office, conducted a comprehensive two-day training on Republic Act No. 9184 (Government Procurement Reform Act) and its 2016 Revised Implementing Rules and Regulations (IRR), including key updates on the R.A. No. 12009, also known as the New Government Procurement Act (NGPA) held on June 10โ€“11, 2025 at the ParSU RDE Training Hall.

The training comes at a crucial time following the passage of R.A. No. 12009, which significantly transforms the public procurement landscape across all levels of government. Thus aligning ParSU's thrust with sustainable development goal (SDG) 16 (Peace, Justice, and Strong Institutions) and SDG 12 (Responsible Consumption and Production).

The training featured distinguished procurement experts, including Mr. Judex Donnel G. Llamoso, Administrative Officer V of the National Authority for Child Care โ€“ Regional Alternative Child Care Office V, and Director Renato M. De Vera, MNSA, former Director IV of the Department of Budget and Management โ€“ Region V.ย 

Key topics covered were Provisions of R.A. No. 12009 and its IRR, Procurement by Electronic Means, Strategic Procurement Planning, Mode of Public Procurement, and Contract Implementation and Sanction Mechanism.ย 

ParSU President Arnel B. Zarcedo, EDEL, highlighted the relevance of the activity in light of new legal mandates. "This training is not just an update but a strategic response to a legal and operational transformation. Noble, efficient, and adaptive procurement must be one of our strongest institutional pillars," he emphasized in his message.

President Zarcedo also reaffirmed that procurement must be viewed beyond the purchasing lens, calling it the "backbone of execution"โ€”a critical function that turns plans into programs, ideas into innovations, and budgets into tangible outcomes that benefit students and communities.

The event was attended by university officials, faculty members, and non-teaching personnel, reinforcing ParSU's commitment to responsible, transparent, and strategic procurement practices.

With this, President Zarcedo reminded the participants of the significance of the training, stating, "This is about building the kind of institution that delivers, transforms, and upliftsโ€”the kind of institution we want ParSU to be."
