In a collaborative move towards food security, environmental sustainability, and community empowerment, Partido State University (ParSU), through its College of Fisheries and Marine Sciences (CFMS) Sagñay Campus and in partnership with the Bureau of Fisheries and Aquatic Resources (BFAR), held the Ceremonial Dispersal of Breeders at the Wet Laboratory, ParSU Sagñay, Camarines Sur. 

The event highlighted the symbolic dispersal of two Improved Brackishwater Enhanced Selected Tilapia (iBEST) strains—comprising 1,000 Line 1 and 1,000 Line 2 iBEST breeders, a meaningful gesture signifying the start of a shared commitment to advancing science-based aquaculture practices, promoting long-term fish cultivation, and reducing dependence on commercial hatcheries—laying the groundwork for more resilient and self-sustaining local aquaculture. 

Beyond enhancing local aquaculture capacities, the initiative reflects a deeper alignment, anchoring with ParSU's strategic plan and covering two of its strategic thrusts, which are (1) to intensify knowledge creation, innovation, and entrepreneurship and (2) to promote regional development and support global development goals. This milestone set the tone for the rest of the program, where key stakeholders gathered to affirm their shared vision and chart the path forward.

ParSU President Arnel B. Zarcedo, EDEL, Vice President for Research, Extension, and Knowledge Management and CFMS Dean Dr. Raul G. Bradecina, BFAR V Regional Director Ariel U. Pioquinto, and Chief of the BFAR Fisheries Production and Support Services Division and ParSU CFMS alumni Atty. Nilo B. Consuelo delivered messages of commitment during the program, reinforcing the significance of academic and government collaboration in addressing regional development goals and ensuring long-term food security. 

Further, a project dialogue and planning session discussed initiatives and ways of strengthening ongoing efforts toward sustainable fisheries development. 

While seeking to enhance local food supply and encourage resilient practices, this partnership highlights the value of research and stakeholder engagement in creating solutions that will benefit not only the local fishers but also its neighboring communities. 

As the university continues to expand its reach through strategic partnerships, it remains steadfast in its vision of producing real-world impact through education, innovation, extension services, and collaboration, which exemplifies its mission to bring education and science closer to the grassroots.

To promote a more transparent and efficient public service,  the Commission on Audit (COA) convened an exit conference with Partido State University (ParSU) today, April 28, 2025. 

Led by Regional OIC-Supervising Auditor Cecil Imperial and Audit Team Leader Antonette Nabus, alongside Audit Team Members Charris C. Paelma-De Lara and Joedy Mae Mangampo, the conference served as a platform to formally present and discuss the summary of audit findings, observations, and recommendations for Fiscal Year 2024. 

ParSU officials and unit heads provided responses, justifications, and corrective actions implemented regarding previously issued COA Audit Observation Memorandums, where both parties worked toward ensuring that all audit findings were addressed. Further, the status of the implementation of audit recommendations from previous years was briefly discussed, highlighting that ParSu has already complied with and implemented 81% of these recommendations. 

Meanwhile, Auditor Imperial emphasized the importance of audits for the continuous improvement of the university. She also expressed gratitude for ParSU's support and cooperation, which resulted in the successful conclusion of the audit.  

With this, ParSU President Arnel B. Zarcedo, EDEL, reiterated the university's dedication to good governance, assuring compliance with all the recommendations to enhance the university's operations and services. 

This exit conference reflects ParSU's continuous quest for excellence, improvement, and responsible governance, ensuring that its stakeholders will be served with the utmost quality and integrity. 

Through this collaborative effort, ParSU is reinforcing its goal of setting higher standards for efficiency, ensuring that each recommendation is adequately implemented to achieve positive changes across its operations.

In line with its commitment to streamline government processes and enhance service delivery, Partido State University (ParSU) conducted an online Seminar-Workshop on the Anti-Red Tape Act (ARTA) and the Citizen's Charter (CC) yesterday, April 25, 2025. 

The activity aimed to promote a culture of transparency, accountability, and efficiency within the university. Guest speakers Atty. Clara Louisse J. Yumang and Ms. Kristine Joy  T. Fajardo led the in-depth discussions on the sailient provisions of the RA 11032 and Memorandum Circulars No. 2019-002 and 2019-002-A series of 2019 respectively. In the afternoon, Dr. Kennedy Cuya, ParSU Executive Assistant to the Vice President for Academic Affairs, facilitated the workshop, allowing selected offices, specifically newly created ones, to present their draft of CC for constructive feedback and suggestions for improvement from Dr. Rina A. Abner-Puerta, ParSU ARTA and CC focal person alongside Atty. Yumang and Ms. Fajardo.

The initiative equipped the participants with the knowledge and skills to implement effective, citizen-centered services, reduce bureaucratic barriers, and ensure compliance with national standards.

Further, it encouraged collaboration and continuous improvement in public service—reflecting ParSU's commitment to its Ease of Doing Business initiatives and its broader goal of responsive and efficient governance.

In its continued pursuit of academic excellence and program relevance, Partido State University (ParSU) College of Arts and Humanities organized a Stakeholders' Consultation for the proposed new graduate programs such as Master of Arts in Communication and Master of Communication and the proposed curriculum revision of the Bachelor of Arts in Communication program yesterday, April 24, 2025. 

As the pioneering university in the Bicol Region to offer a Master's degree in Communication, ParSU is committed to laying a strong foundation for the program's successful implementation- from rigorous academic planning to inclusive stakeholder engagement. 

The consultation gathered insights from alumni, parents, industry partners, students, and faculty to ensure that the university's communication curricula align with its stakeholders' needs.  
Feedback and open forum sessions provided input on the proposed graduate programs' design, structure, and direction. More so, a comprehensive overview of curriculum design, structure, expected outcomes, and feasibility studies were tackled.

The consultation concluded with a Q&A session, sharing of initial impressions, and a collaborative action planning activity to outline the next steps for program enhancement.

This initiative ensures that ParSU's programs remain competitive, holistic, and aligned with the community's standards and needs, highlighting its commitment to inclusivity, quality, and continuous improvement. 
The stakeholders' consultation continues today for the proposed Bachelor of Arts in History program, which carries the same objectives and targets.
