In line with its commitment to streamline government processes and enhance service delivery, Partido State University (ParSU) conducted an online Seminar-Workshop on the Anti-Red Tape Act (ARTA) and the Citizen's Charter (CC) yesterday, April 25, 2025.ย 

The activity aimed to promote a culture of transparency, accountability, and efficiency within the university. Guest speakers Atty. Clara Louisse J. Yumang and Ms. Kristine Joy ย T. Fajardo led the in-depth discussions on the sailient provisions of the RA 11032 and Memorandum Circulars No. 2019-002 and 2019-002-A series of 2019 respectively. In the afternoon, Dr. Kennedy Cuya, ParSU Executive Assistant to the Vice President for Academic Affairs, facilitated the workshop, allowing selected offices, specifically newly created ones, to present their draft of CC for constructive feedback and suggestions for improvement from Dr. Rina A. Abner-Puerta, ParSU ARTA and CC focal person alongside Atty. Yumang and Ms. Fajardo.

The initiative equipped the participants with the knowledge and skills to implement effective, citizen-centered services, reduce bureaucratic barriers, and ensure compliance with national standards.

Further, it encouraged collaboration and continuous improvement in public serviceโ€”reflecting ParSU's commitment to its Ease of Doing Business initiatives and its broader goal of responsive and efficient governance.

In its continued pursuit of academic excellence and program relevance, Partido State University (ParSU) College of Arts and Humanities organized a Stakeholders' Consultation for the proposed new graduate programs such as Master of Arts in Communication and Master of Communication and the proposed curriculum revision of the Bachelor of Arts in Communication program yesterday, April 24, 2025.ย 

As the pioneering university in the Bicol Region to offer a Master's degree in Communication, ParSU is committed to laying a strong foundation for the program's successful implementation- from rigorous academic planning to inclusive stakeholder engagement.ย 

The consultation gathered insights from alumni, parents, industry partners, students, and faculty to ensure that the university's communication curricula align with its stakeholders' needs. ย 
Feedback and open forum sessions provided input on the proposed graduate programs' design, structure, and direction. More so, a comprehensive overview of curriculum design, structure, expected outcomes, and feasibility studies were tackled.

The consultation concluded with a Q&A session, sharing of initial impressions, and a collaborative action planning activity to outline the next steps for program enhancement.

This initiative ensures that ParSU's programs remain competitive, holistic, and aligned with the community's standards and needs, highlighting its commitment to inclusivity, quality, and continuous improvement.ย 
The stakeholders' consultation continues today for the proposed Bachelor of Arts in History program, which carries the same objectives and targets.ย

The College of Arts and Humanities (CAH) held a Seminar-Workshop on Community Resilience Strengthening through Effective Engagement in Communication yesterday, April 22, 2025, bringing together BA Communication students, CAH faculty and staff, and a distinguished guest expert to expound the role of communication in building resilient communities.

The event featured Dr. Robert Alexander, an Independent Research Scholar and Director of Rural Livelihood Risk Management Consulting, who shared insightful perspectives on principles of community resilience, strategies for disaster preparedness, response, and recovery, approaches for resilience-building, tools and technologies for crisis communication, and actionable plans to enhance community resilience.ย 

In her opening message, Dr. Mariel R. Estrella, Dean of the CAH, ย emphasized the event's significance and viewed it as an opportunity to break barriers and forge partnerships, encouraging students to step forward as catalysts of change in their communities.

Thus, participants actively engaged in the learning sessions and dialogues that connected theory and practice in the context of real-world challenges. They also immersed in workshop sessions like the Knowledge Co-Creation of Locally Relevant Messages, where they crafted key messages reflective of the event's topic, and Arts for Participatory Communication, where their talents in poem, songwriting, visual arts, and theatre served as a platform for relaying their advocacies.ย 

Meanwhile, Dr. Michael A. Clores, Vice President for Academic Affairs, highlighted that "resilience is not just an aspiration, but a necessity," noting that the event serves as an avenue for students to learn the art of effective communication, which was supported by Dr. Raul G. Bradecina, Vice President for Research, Extension, and Knowledge Management, underscoring the seminar-workshop's role in promoting sustainable development, particularly in helping contextualize response preparedness and reinforce socioecological resilience.

In conclusion, the participants said the activity was "a blessing in disguise," where they learned valuable inputs from Dr. Alexander while boosting their creativity and communication skills, which they can apply in real-life settings.ย 

This initiative links academic excellence and civic responsibility, underscoring the vital role of education in empowering future communicators to become agents of resilience and promoting sustainable communities.ย

Partido State University (ParSU) College of Engineering and Computational Sciences (CEC) held the Engineering Hard Hatting & Pinning Ceremony themed "Engineering Resilience, Shaping Sustainable Futures" for the Bachelor of Science in Civil Engineering and Bachelor of Science in Sanitary Engineering students yesterday, April 24, 2025.ย 

This ceremony not only marks the students' dedication to the engineering profession but also reflects the university's commitment to science, technology, and innovation. It also signifies the students' preparedness to meet real-world challenges and highlights their roleโ€”shaped and supported by ParSUโ€”in building resilient and sustainable communities.ย 

In his opening remarks, Mr. Rowell John B. Artiaga highlighted the importance of the occasion as a symbolic transition for the students from academic learning to professional practice. This was followed by the presentation of Fifty-Nine candidates by Engr. Alicia S. Pempeรฑa, Program Chair of the BS Civil Engineering program.ย 

Engr. Gladys Lee Pen, Assistant Municipal Engineer of Goa and Engr. Jasper Trilles SELE 2024 Board Top Notcher delivered the Hard Hatting Addresses for the Civil and Sanitary Engineering students, respectively. Both distinguished guests shared their journeys and insights, offering encouragement and guidance and igniting the students' drive as they embark on their on-the-job training.

Meanwhile, in his message, Vice President for Academic Affairs, Dr. Michael A. Clores, emphasized ParSU's continued support, motivating the students to continue their quest for excellence.ย 
This milestone celebrates the hard work and determination of the students, as well as the strong foundation laid by the university in preparing them for the responsibilities ahead, marking a significant moment in their academic journey as they step closer to becoming licensed professionals.ย

To honor the vital collaboration between the university and its partner schools, as well as celebrate the achievements of future educators, the Partido State University (ParSU) College of Education (CED) held "Pagdayaw: A Celebration of Synergy, Recognizing School Partners and Future Educators."

The program featured meaningful testimonials and messages from representatives of cooperating schools, along with the awarding of certificates of appreciation and tokens to school principals and teacher coordinators.

Among the partner schools recognized were San Jose Central School, Buyo Impact Elementary School, San Rafael National High School, San Ramon Pilot National High School, Juan L. Filipino Memorial National High School, Pinaglabanan National High School, San Jose National High School, Goa National High School, and Goa Science High School.

Further, practice teaching completers were given certificates alongside special awards to recognize their hard work, outstanding performance, and passion for education.

To conclude, group presentations showcased the students' talents, dedication, and growth throughout their academic journey, capturing the spirit of synergy and excellence that defines the CED.
